Nala Addu
Nala Addu brings Addu City Council's municipal issue workflow to mobile, helping authorized staff capture location-aware reports, attach watermarked photo evidence, work through poor connectivity, and keep issue status and assignments synchronized.
What it solves
Council teams can record road and public-space issues at the point of work, attach coordinates and visual evidence, then follow each report through assignment, updates, and resolution in one focused mobile workflow.
How it is built
The Flutter app uses Hive for drafts and a bounded issue cache, secure storage for session data, paginated API requests, image compression and watermarking, connectivity-aware synchronization, and WorkManager background tasks.
Field-ready by design
Reports can be queued offline and synchronized in batches when a connection returns. English and Dhivehi interfaces, role-aware controls, filters, grouped views, and weekly summaries support day-to-day municipal operations.

Authorized municipal use
- Use the app only with a valid account and for legitimate council reporting or issue-management work.
- Protect your credentials and follow the policies of the council or organization that provided your access.
Responsible reports
- Submit accurate, relevant descriptions, locations, notes, and photos that you have permission to share.
- Do not use the app for emergencies, unsafe field behavior, unlawful access, false reports, or unnecessary personal information.
Availability
- Offline queues and background sync do not guarantee delivery or recovery. The app and configured backend are provided as available.

Data used
- The app handles account details, session information, municipal issue records, notes, assignments, timestamps, GPS coordinates, addresses, and submitted photos.
- Photos may be compressed and watermarked with road, location, coordinates, and time before upload.
Device and server storage
- Drafts, photo paths, settings, and cached issues are stored locally; session information is kept in secure device storage.
- Queued reports may upload to the configured municipal server when connectivity returns or a background sync runs.
Operational sharing
- Information may be available to authorized council staff, service administrators, and infrastructure providers needed to operate the service.
